This article explains the possible scenarios using Advertiser when applying targeting rules on Advertisers and Ad source targetingSources.
All scenarios assuming used in this document, are using the assumption that, for all Ad sources you are marking Sources, "Include targeting from Advertiser" .If WL country, domainis set.
Scenario 1:
When targeting on the Advertiser level is set to include Country, Domain, etc. in the advertiser level, but don't declare it in the ad source level, it will send requests.
Advertiser WL level applies
If you WL country, domain, etc. in the ad source level, but don't declare it in the advertiser level, it will send requests.
No request, Ad source WL applies.
If you BL country, domain, etc. in the advertiser level, but don't declare it in the ad source level, it will not send requests.
No request, Advertiser BL applies.
If you BL country, domain, etc. in the ad source level, but don't declare it in the advertiser level, it will not send requests.
No request, BL applies.
If you BL country, domain, etc. in the advertiser level, but WL it in the ad source level, it will not send requests.

If you BL country, domain, etc. in the ad source level, but WL it in the advertiser level, nothing is set on the Ad Source level, then the Advertiser’s targeting will be applied: it will only send requests to the Ad Sources if the targeting is met.

Scenario 2:
When targeting on the Ad Source level is set to include Country, Domain, etc., but nothing is set on the Advertiser level, then the Ad Source’s targeting will be applied: it will only send requests to the Ad Sources if the targeting is met.

Scenario 3:
When, on the Advertiser Level, the targeting is set to exclude Country, Domain, etc., but nothing is set on the Ad Source level, then the Advertiser targeting will be applied: it will not send requests if targeting is met.
No requests are sent, Exclude list applies
Scenario 4:
When, on the Ad Source level, the targeting is set to exclude Country, Domain, etc., but nothing is set on the Advertiser level, then the Ad Source targeting will be applied: it will not send requests if targeting is met.
No requests are sent, Exclude list applies.
Scenario 5:
If on the Advertiser level, targeting is set to exclude Country, Domain, etc., but on the Ad Source level it is set to include the same targeting, then the exclude option will be applied: it will not send requests.

Scenario 6:
If on the Ad Source level, targeting is set to exclude Country, Domain, etc. in the advertiser level, but WL it in the ad source level, it will not send requests.
